- creating enabling environment that includes EDUCATED pool of the residents
- regulate businesses
- collect TAXES

Finally, some governors are coming to terms with reality as it has to do with dwindling state funds and crude oil price. Crude oil is a curse, i pray crude oil dips as low as 20 dollar bpb so we can look inwards and begin the greatest industrial revolution in africa.

This is absolute nonsense. What is a state government doing with the production of rice or production activities for that matter. A venture that may not be sustained or continued after the tenure of the governor. An activity which may be marred with fraud and waste. Therefore resulting to waste of funds. Why would a governor waste public funds for an activity that private businessmen should undertake.

Government should be bothered with essential services such as transportation, security, education, water, roads. Government must prioritize ventures it must undertake and channel scarce resources into it.

Someone should tell Obiano that he would have discussed with some businessmen from his state such as the Cosmas Madukas to invest in a rice mill and obtain concession and tax reliefs. Hence, the money used by the governor to build the rice mill would have been used for essential services.

This is just a pure waste of Anambra scarce resources.

Obiano is a great guy. Fayose should go and learn from him instead cutting ponmo & fish in the market ( visionless)
