so what did obasanjo actually approve in 2001?
1) A new technical standard for mobile phones in Nigeria.

These are the mobile phone standards that have been introduced in Nigeria (apart from 3G and 4G) and the year in which they were introduced.

Total Access Communication System (TACS) - 1991. (090 numbers)

Code Division Multiple Access (CDMA) - c1997 (used landline state codes, eg 01 for Lagos).

Global System for Mobile Communication (GSM) - 2001 (080 numbers, etc)

2) A further deregulation of the telecommunications sector.

Nitel was the sole provider of telecommunications services when mobile phones were introduced in 1991. The phones and systems were very expensive. You could only buy your phones from Nitel and they cost anything between 100,000 naira to 220,000 naira. In Lagos the signals were only broadcast from two towers, one at Saka Tinubu on Victoria Island and the other in Ikeja. You were billed when you made a call and you also paid when someone called you. You paid extra for out of state calls.

The telecoms sector was first deregulated around 1997. Private telecoms companies could then provide mobile phone services, but the restrictions that were placed on them were too much (the government didn't want them to be able to compete with Nitel). For example, some PTOs could only provide mobile phone services in Lagos. Most companies were restricted to one or two states. Most of the new companies used the CDMA system. If I remember correctly, this is when companies like Multilinks, Intercellular, etc came into the business.

In 2001 the government allowed foreign companies to bid for GSM licenses. The companies were given national roaming rights, which meant that they could operate in any state in Nigeria. The phones were much cheaper and competition drove down the cost of services, which meant that newspaper vendors, students and basically anybody could afford a mobile phone for the first time.

Naijaboiy these were the kind of phones that were used between 1991-1997 (they are sometimes called bricks or nought-nine-nought phones).
