How do we know these contracts were not awarded to monitor or spy on terrorist's? Have the contracts expired? If they havn't, what are there being used for at the moment? Are there the Nigerian govt's attempt at an NIA-like surveilance systems? In as much as the last administration wasn't trust-worthy, i find it harder to believe an administration which has continued to blame her the past admin for every current failure.
