Open a Payoneer account with your Indian details. Search for Nigerian freelancers here in Nairaland to send money to your Payoneer account. At least, you'll still be able to get a favourable exchange rate of #200 -#240/$.

How will he verify an Indian Payoneer with a Nigerian ID? What you haven't done before do not suggest it.

Sir, there's no harm in trying. Paypal with their strict security policy still allows one use his Nigerian Id for verification process when trying to unlimit their USA Paypal account. So I see no reason why Payoneer which is more customer friendly should be different. I gave him a suggestion since he's based in India. if its convenient, let him try it out. Its true I haven't tried it out but there's a 90% chance it will work out
