I keep seeing Desktop.ini and Thumb.db on the desktop and every page on my PC. The more I delete them, the more they come back. So what should I do to stop seeing them.

you have enabled hidden operating system files.
First, which version of windows are you using? Let me give you a quick walkthrough.
For windows 10
1. Open any folder on your system
2. Click view on the menu bar
3. You will see "option" at the top right side of the window, double click on it
( "change folder options and settings" for windows 7 and 8
4. A pop up will appear, click on view
5. select the button "dont show hidden files,folders and drives"
6. scroll down and check the radio button "hide protected operating system files"
7.Click apply then ok
