The current Nigerian problem is a product of over 2 decades of poor governance, inefficient productivity, failure to diversify the economy, failure to invest in intellectual property and R& , and an over bloated government and public service.

Unless Uba has been gifted a magic wand or he can somehow convince the US,Canada,OZ etc to stop fracking for shale gas, and start buying from OPEC again we'll not be getting out of this easy or in the immediate future
