I have opera max installed on my device already it still persist

Go to settings, click on accessibility, then turn off anything that is on there...

Hmmmm.. I've bn having same challenge for long, not until yesterday when I connected opera max then I reboot the phone.. Its now working perfectly. Try same; connect Opera Max then Reboot before switching on data.

Check ur recently downloaded apps and uninstall them.
It's a virus attack and if not properly tackled now, it will cause more harm to u

go to data usage ...click on ur sim u will see play store click on it and retsrict background data.

I agree with you

Download system app uninstaller from playstore...the ads are among ur system apps,locate/uninstall them with the app.
