Yes if you do normal online transactions using a mastercard or visacard the exchange rate is 199. If you buy physical dollar from the black market, you will pay more. Although there is a limit that the central bank has placed using online transactions.

I beg to disagree (correct me if I am wrong though) because I deliberately did not fund one of my accounts in GTB because I knew my auto annual subscription charges for a USA based company would soon be deducted (using my registered Master Card for the transaction),here is a screenshot of the dollar rate as at today from GTB
