I want to apply for an international scholarship and they are asking for passport which I don't have, So is there any other document that can be use in place of passport like NIN or any other document .

A Passport is a unique and very special document which identifies a person for international travel.
NOTHING else will work, and you must obtain the passport through the official government department.
Use Google search to look for more information.

After applying and paying for passport
you must apply and pay for a visa to visit the country that you are interested in.
