kaduna is the capital of kaduna state,kano is the capital of kano state while enugu is the capital of enugu state...

The problem is with development index applied. As for me I like cities that look welcoming and pleasant like Abuja, Calabar, Owerri, Enugu and Uyo but it doesn't make them more developed than others.
