Bail out ...instead of decentralizing governance system so that every state shall cut its coat according to its size by using what is on and near its grounds to develop the state and pay tax to a lean central government.

Buhari promised to restore fiscal federalism to Nigeria during his 2011 presidential election campaign.

This bailout crap amounts to throwing good money after bad in my opinion. It certainly shouldn't have been granted without strict auditing of states accounts to ascertain areas of waste and expenditures. Such identified areas should have been plugged to ensure minimal waste and more transparency because those funds have now gone the way of others with almost nothing to show other than long term indebtedness.

The Federal Government has yet to receive any formal request for fresh bailout from any state government, SUNDAY PUNCH has learnt.

Findings by our correspondent from top government officials at the Ministry of Finance on Saturday revealed that since the last bailout exercise where about 19 states got a total of about N348.6bn, no state has made any fresh request for bailout.

There had been insinuations that the harsh economic condition, which was caused by the massive drop in revenue, might force some states to seek bailout from the government.

President Muhammadu Buhari had said in his remarks at the second National Executive Committee meeting of the All Progressives Congress in Abuja that 27 states were finding it difficult to pay salaries of their workers.

Buhari, while making a veiled reference to the unfavourable economic situation in the country, which he said the administration was battling to stabilise, had said, “The fall of oil prices after Nigeria has made itself a mono economy is a disaster.

“I wonder why people could not believe that in Nigeria about 27 out of the 36 states have difficulties in paying basic salaries of their workers.”

Top officials in the finance ministry confided in our correspondent that since the states were given bailout about six months ago, it would be difficult for the Federal Government to listen to fresh requests from them.

One of the officials said it would take about 20 years for some of the states to fully repay the recent bailout that was given to them by the Federal Government.

The official said, “We all know that the economy is in a precarious situation and there is nothing we can do about it now but to think of innovative ways of meeting our problems.

“The thinking here is that rather than providing bailout, there is a need for us to assist the states by raising their internally generated revenue which is more sustainable.”

When contacted, the Media Adviser to the Minister of Finance, Mr Festus Akanbi, confirmed to our correspondent in a telephone interview that the ministry had yet to receive any fresh request for bailout from state governments.

He said, “We are aware that we are in a critical period and we are working seriously to address the problems facing the economy. Officially, no state has approached us for bailout.”

The states that benefited from the bailout fund, according to the Central Bank of Nigeria are Abia (N14.152bn), Adamawa (N2.378bn), Bauchi (N8.60bn), Bayelsa (N12.85bn), Benue (N28.013bn) Borno (N7.680bn), Cross River (N7.856bn), Delta (N10.036bn), Ebonyi (N4.063bn), Edo (N3.167bn), Ekiti (N9.604bn), and Enugu (N4.207bn).

Also among the states are Gombe (N16.459bn), Imo (N26.806bn), Katsina (N3.304bn), Kebbi (N0.690bn), Kogi (N50.842bn),Kwara (N4.320bn) and Nasarawa (N8.317bn).

Others are Niger (N4.306bn), Ogun (N19.00bn), Ondo (N14.686bn), Osun (N34.988bn),Oyo (N26.606bn), Plateau (N5.357bn), Sokoto
(N10.093bn) and Zamfara (N10.02bn).

Out of 26 states listed above APC is about 17 and you call that 80% which school did you attend, we need to check your papers very well

There are 27 state on the list, 19 of the states are govern by APC.

EQ1 : 19÷27= 0.7037
EQ2: 0.7037*100 = 70.37
EQ3: 70.37 = ~70% of APC States

How many APC states did we have in the previous administration anyway to form a basis of comparison. Which states took the highest bailout funds? Osun and Imo which are APC states. Their bailout funds are more than 6 to 7 states combined.

How many APC states did we have in the previous administration anyway to form a basis of comparison? Was Ekiti a PDP state inthe previous administration? Which states took the highest bailout funds? Osun, Imo, Ogun, Ondo, Benue. Withe exception of Benue, all others were and are APC states. Their bailout funds are more than 12-15 states combined.

first, there was no need giving these states bailout fund, the fg would ve looked into their accounts, how they managed the allocations from fg, the workforce n other things before giving them extra monies to steal.

We commend President Buari when the bailout money was given to states to pay their outstanding salaries of workers and pensioners but we were disappointed for the failure of Federal Government to monitor the money. Some State governors diverted the money to projects because of their selfisness to get rebate of 20%, 30%, 50% even 100% or 200% in some. By the time this regime came we thought its govt. of masses but it failed for lack of monitoring bailout money. The workers and pensioners were not paid at all from bailout money in some states e.g. Osun state. The governor is now hammering taxes on the citizens of the state to increase IGR to pay workers, therefore he add more to the suffering of masses. Masses are dying because of poverty caused by governors in society. The Federal Government need to set up a committee to find out how bailout money was spent and indict the governors who did not follow the directive of Fed. Govt. on bailout money spending

Hahaha... The dude who quoted the 80% figure was only passing a simple message across. The use of the 80% figure was simply a hyperbolic estimation; we aren't in a primary 4 maths class where you expect people to start counting numbers and calculating precise fractions - it is assumed that people responding here are at least adults or older teenagers. The message passed was simply that "contrary to the stories making the rounds about APC failed states scrambling for bailout funds, MOST of the states that were bailed out were even PDP states."

If you guys were not overwhelmed by your political emotions, you should have gotten the very simply message. But instead, you all began counting number of apc states in the list.
