Checkmate excesses & mismanagement (checks & balance) are what their function really is all about...which I've always believed it to be but our NASS members are insisting that they have the "absolute" power to "insert" what isn't there & remove as they "desire" as well.



Our Constitution is written after the US' model & there is a clear departure from what I've read so far between ours & theirs, even up to the concept of "pork barrel spending"... one thing is not like the other!

What I'm lost about is; does the appropriation committee have a right to "throw out" the recommendation of the oversight committee without due recourse to them or deliberation of the whole house as seen in the US (our constitution's model)...

The long & short of our problem is lack of unity or cohesion in our Purpose!

P.S... Our Constitution wasn't written to serve us, we are "slaves" to that blasted travesty!!

In as much ad I commend the Lagos -Calabar coastal rail, I agree with the senators that the project was not contained in the two budget proposals sent to it. Senator Ashafa's statement is just a confirmation of the obvious fact. How do you submit a supplementary budget when the original budget has not been passed In as much as the national assembly has its share if the blame the executive should man up to theirs.... This whole mess was orchestrated by them.

I guess the Sinators see this as an opportunity to get back at the presidency for not allowing them to pad the budget as usual.

What concerns SE/SS Legislators in all these brouhaha?

Do you think that throwing up phantom insinuations to blame them will stick in this internet age.

Please get off your high horse and face the debate squarely without these foolish tribal lenses. It won't stick. Why blame the SS/SE Legislators in the opposition and not the S/West APC Legislators in the ruling party?

Amaechi and Gbenga Ashafa are bastard Liars!! Only a naïve Nigerian will listen to this hogwash!! How can you defend a project that wasn't in the budget, then claim to have sent a supplementary document!! In what capacity!!??

Amaechi is a bloody minister, only Mr President has the right to send any budgetary document to the senate.

For a senator to claim that a document related to the budget was raised by a person other than Mr President is fraud, ignorance and madness that only a confused government like the one headed by Buhari can raise!!

That was how Lagos state government under fashola during elections sent messages to senior civil servants for emergencyy meetings; only to get to alausa and meet ambode there trying to chair such a meeting!!

The minister sent a supplementary copy. Since when does the national assembly receive budget from a minister Or since when is a minister authorized bylaw to send a supplementary copy of his budget to the national assembly Correct me if am wrong

The comprehesive report on this subject I read from Vanguard news on "Senate Gives Buhari Final Warning Over Budget 2016" indicated that the first budget that was erroneously submitted was in agreement between the executive and NASS set aside and that it was the second that carried the said project that was defended at the house by the executive. The removal of the Lagos-Calabar rail from the budget was to spite Amaechi on Saraki matter. Another interesting thing from Vanguard is tha Vanguard is in possession of a text message purportedly sent to committee chairmen in the house of reps by Jibrin, asking them to defend whatever controversy could arise from the action from media.

They should simply return the N60 billion Lagos-Calabar coastal railway project to the budget as originally proposed by the transport ministry. That is the only thing Nigerians want to hear.

This is not about Amaechi, party or tribal politics. It's about opening up southern Nigeria for easy movement of people and goods. It's about opening up Calabar's tourist potentials to all parts of the South. This project must not be killed just to satisfy silly political interest.

Is it that you lack comprehension? Yes, provision wasn't made for the Calabar-Lagos route project, but Amaechi later sent a supplementary provision. Ask yourself, did Amaechi appear before the committee on land transportation to defend his ministry's budget?

Our senators have decided to politicise the whole issue to the detriment of the development the propesed project would have in the SE. Some are even calling for the resignation of Amaechi.

If its the Lagos-Calabar rail or the Lagos-Kano rail, the SW would still benefit from any of the project. They have nothing to lose if one is substituted for another. But our own senators in the SE have chosen to remain complacent over a project that would also benefit our region
Name the SE states the project will pass through and back it up with substantial evidence.

Two things I'd love someone to shine light on are;

1. Why did the constitution give budget presentation rights to the executive & still reposed the powers to re-assign, cut, add, remove in short rewrite to suit the NASS whims & caprices at the same time.?

2. Whose function is more germane i.e who has more authority over a particular budget item defense/inclusion/exclusion (not on funding grounds, just on viability or priority grounds), Is it the Oversight committee of that particular MDA or the appropriation committee of the whole house...

Matured & rancour free engagement would be very nice. Thank you.

Modath, my mature contribution is this; Since the law allows the president to sign the budget since the NASS and Executive have agreed on at least 90% aspects of the budget, and then go ahead to capture whatever have been missing in the supplementary, why didn't the president accept this olive branch? You see Modath, I am tired of wailing! My business is suffering due to the incompetencies of all those handling this budget issue since december!
If you have the ears of the executive and Nass, pls tell them to bury their pride and get this thing done ejoor!

The said project was omitted from the budget nd d minister during his defense sent in a supplementary copy of the omitted project to be added. The committee chairman didn't refute the claim.
Mind like d Nass said 54billion was said to be been floating common sense didn't tell them that it was meant for Lagos-Calaba rail.
Always learn to understand wotever u reading before commenting. U don't read d headlines den conclude u understand d message/news

Can someone please help me with what is going on here. Is the Lagos to Calabar, modernisation or a complete new line? Because, everybody keep talking of modernisation of what has not been built.

The 'ommission' is deliberate. Buhari did this to Lagos metro in 1984. Buhari is a Fulani born to rule, President of Northern Nigeria.
