One thing is clear, NASS is a big stumbling block to progress. How can you remove a project with this amount of benefit and replace it with constituency projects such as tricycles, bore holes and town hall meetings? How can senators from the areas to reap direct benefits close their eyes simply in the name of bad belle politics? How can you load up on the same constituency projects that your over bloated salary purports to cover on a monthly basis? Until Nigerians close ranks across parties and began to derive pleasure in having a good life rather than in seeing government fail, progress will be a mirage and the current 20-35 generation will fail in the same way as the others before it.

Nigerians wake up. This is not a party issue, this is a question of wasting four and possibly 8 years of your life if NASS and the judiciary has their way. And why should they care? They have enough stashed in cupboards, soakaways and tax havens. Your freedom is a threat to them because it means you will refuse to become cannon fodder and agents of obfuscation across social media.

You've not answered my question. Since when does the law permit a minister to submit a supplementary copy of his budget to the National assembly?. Put in another way is the National assembly permitted by law to receive the budget of a ministry whether substantive or supplementary copy from the minister himself?

You guys are so pathetic. The Lagos- Calabar Rail will pass through the SW; The Lagos- Kano Rail will also pass through the SW. The SW has got nothing to lose if one of the rail project is substituted for another, since both covers routes that goes through the SW. The Lagos-Calabar rail which would benefit us in the SE/SS should be what our own senators ought to fight for instead of politicising the whole issue

did you read in the write-up that Lagos-Kano rail project wasn't provided for too? So why did they not remove it? In any case, where did they allocate the money meant for that project to? Apparently for their fraudulent constituency projects

Speaking with THISDAY in Abuja on Monday, the presidency source, who pleaded anonymity, said when the error committed by the Budget Office was discovered, Ameachi quickly forwarded a memo to the Budget Office, drawing its attention to the error and it was quickly corrected.

The source added: “Minister Ameachi did not stop there, he followed it up with several meetings with Senator Gbenga Ashafa and during the defence of the budget, Amaechi informed the committee of the omission of the Lagos-Calabar rail modernisation project and indeed sent a supplementary copy of the ministry’s budget to the committee, which contained the said project.

It isn't the omission from the second budget alone that is at issue, it is where the money formerly allocated to the Calabar rail project went.

This is the smoking gun

It went to senators constituency projects; tricycles, bore holes and town hall meetings. Basically, the senators padded their own pockets because provision is already made in their bloated salaries for these so called constituency projects. Nigerian politics since OBJ has been based on "pay me to do your bidding or else be sure of my opposition" This is nothing to do with the executive, if anything the senators should be fighting tooth and nail to get major projects sited in their areas. This is what happens everywhere. I dont blame them because Nigerians are very easy to please; keke napep, sewing machines and a coating of tar on an unsurfaced road is enough to make any politician a hero.

I weep for the 20-35 generation. They have been co-opted into their own demise.

The chairman for committee of land transport accepted it. It is in constitution if a mistake was made or there was an omission somewhere u can include or correct such mistake. It is allowed.

Abdulmumim said the Lagos-Calabar Rail project was not in the original budget, let him also show you where N92 billion was provided for the Lagos-Kano rail project in the original budget that he is making reference to?

“On the rehabilitation of some airports, the Ministry of Transportation did make provision for them in the budget we submitted, and the National Assembly on its own appropriated N4 billion to this. They are just lying. And we challenged them to produce the report the Senate Committee on Land Transport sent to the Ministry of Transportation.”... Senator Gbenga Ashafa.

Two things I'd love someone to shine light on are;

1. Why did the constitution give budget presentation rights to the executive & still reposed the powers to re-assign, cut, add, remove in short rewrite to suit the NASS whims & caprices at the same time.?

2. Whose function is more germane i.e who has more authority over a particular budget item defense/inclusion/exclusion (not on funding grounds, just on viability or priority grounds), Is it the Oversight committee of that particular MDA or the appropriation committee of the whole house...

Like I said, I'm not against the project. But mistakes have been made. The solution is not to blame anybody continually. Section 81(4) of the constitution provides a way out....lets leave this blame game. Nigeria must move forward.

You are highly mistaken if you think that constituency projects do not matter. These are grass-roots people thinking micro you are talking about and will not see neither will they care about 'Federal (macro) Projects'. A farmer who needs a rice mill, an oil press or a solar borehole to create his own wealth will rather side with his representatives on this matter than on a rail line which are for 'town' people and foreigners.

Much as the proposed rail line is critical in opening up the eastern flank of Nigeria to competitive trade, I see reason in those who ask why the the seaports and second Niger bridge are not prioritised. It appears we have a traditional people versus government confrontation at play here where the people want one thing and the government wants another.

One thing we are yet to grasp and understand. Democracy is all about the people. In advanced democracies the people are engaged to partner with government. Look at the way the HS2 has been hotly debated in the UK for several years now before it has finally taken off. How many debates have we had on the best way of developing the eastern flank of Nigeria by this government and others. If people are saying roads and seaports and airports and you are saying rail then your aim may be ultimately defeated if your will prevails. This democracy thing is new in Nigeria but we have to start getting the fundamentals right.

exactly. dont make it a tribal (or PDP) thing. both the executive and legislature (APC has numerical majority) are controlled by APC. for someone who wanted GEJ out, i still refused to vote in APC due to propaganda. I really wished PMB was in another party.

APC as a party and a lot of their supporters i meet are so full of propaganda just like the old PDP. every thing takes a tribal undertone. every criticism of the government is termed to be from Igbos and igbos. If Saraki had not gone against Tinubu, a lot of people will be celebrating Saraki now.

Amaechi does not represent the south, he represents the government. He is not elected, the legislators are, so it is up to the people they represent to judge or appraise their performance. I think you should understand democracy. The rail line will not affect everyone in the south. It may not pass through all the southern/eastern states but the constituency projects are grass-roots targeted and if done well will popularise and return the legislators affected whether you like it or not. That is a fact.
