Cattle rearers are everywhere, not only Borno state. I'm sure some parts of Borno state is also in the plan.
Is cattle rearing a National business or a personal business? Is there anything like Nigeria National Cattle which we all know that the proceeds belongs to the government? Why is the FG trying to skin the south to fleece and cater for the North? Since you are now the spokesman and defendant of the FG is that fairhuh Am a farmer and I know the pains of cows eating my farm produce!

How do you knock off feelings of entitlement? I've been reading recently that armed and guilty herdsman are arrested, they're not all guilty by the way. They've been part of us since time immemorial and we've always known that they "love" their cows. So, what's the solution?
Ofcourse, they are not all guilty. I already stated how it could be knocked off. Once it's made clear in words and action that the era of impunity is over, they'll chill. They need know Nigeria values humans more than cows. And that violent actions will incur grave consequences. They are the ones that should make the adjustment not Nigeria. Can't they do their business in peace and where they are conflicts engage dialogue?

P.S. The arrests should continue but they shouldn't stop there. Prosecution should follow. If they had be doing this it won't have gotten this bad.

[b]I laugh at the ignorance displayed by many emotionally clouded Nigerians who are against the grazing bill proposed for the Fulani cattle rearers in all states of the Federation. Let's remember that like every other Nigerians, the Fulani's have the right to live and do their business in any part of the country. It is their constitutional right as Nigerians to own grazing fields in any choice location of the country so far it is paid for or provided by the government. We ought to applaud the move made by the federal govt because it will help in ending the unnecessary violence between the Farmers and the Herdsmen. By provision of grazing fields, the fulani's will be restricted to graze on an apportioned land provided by the federal govt. It will be a crime for them to graze their cattles on people's farms once the bill is passed into law. We should not castigate every fulani herdmen as killers because of the few bad ones among them. The incidence in Agatu and other parts of the country were perpetuated by cattle rustlers and not Fulani herdsmen. Cattle rustlers are armed terrorist who steal cattles from herdsmen and graze them around the country as a cover up for their terrorist acts. The ordinary Fulani herdsmen are peaceful people and will never harm innocent Nigerians. The fulani's do not move around with weapons but sticks to guide their cattle. I observed most critics of this Bill are from the eastern part of the country. The igbos need to realize that the federal govt owns all the land and territories in Nigeria and it can decide on how it chooses to use every inch of its territory. The fulani's have every right to graze in the SE and there is nothing any one can do about it. It is their right as a Nigerian just like the igbos are the most travelled tribe doing business in every part of the country. We cannot decide to restrict all igbo traders to the east because of the attitude of few bad eggs amongst them likewise the Fulani's. Most Nigerians criticized the federal govt when they decide to create ranches and import grasses from Brazil to graze these cattles so the herder wont roam about. Now the FG is shifting plans to[s][/s] create a grazing site for the herders in every state which is not a bad move by all standards. We are one Nigeria and we must learn to tolerate ourselves and live in peace. We must shun the politics of hatred and tribalism. Lord Luggard saw the potentials in our diversity before merging us up to form this great country. We must not allow ethnicity to cloud our sense of judgement when the federal govt proposes law that will favour every Nigerian. Nothing wrong, exactly why it is being provided/planned for everywhere. If planned for only north, people will still complain about marginalisation etc. Every tribe eats them cows and they've been grazing everywhere since time immemorial.

May your sins be forgiven by Allah.
See how they farm cattle in modern times, not by grazing in the fields. Why do you people want to take Nigeria backward, instead of forward?

If this bill is allowed to pass the 1st reading, I will now know that southern Nigeria is doomed. Remember any grazing land becomes Fulani land. Also that means Fulanis will be natives in all the 36 states.

Remember anywhere the occupy the move with their Islamic agenda, which breeds terrorism.

Their agenda is working.
Leave the islamic agenda there is nothing like it in this country. Forget sentiment attack the bad fulanis directly.

You said it will be a crime for Fulanis to graze outside the grazing reserves. Question: are the Fulanis paying for the crimes they are commiting presently?

You are naive. Grazing bill is not about cows, it's about conquest. Fulanis have no right over anyone's land. If that bill sails through, there will be endless battles and wars. Fulanis should terminate that obsolete lifestyle. This is 2016. You can't use another man's land to display your archaic culture. Why is the govt not thinking of giving free land to business men?

Mr. Man no Nigerian has ever ceased land from a Fulani or any other Nigerian in the name of farming or doing business. They acquire it through legitimate means, Why is your terrorist brothers not using same legitimate means but terrorising and maiming the locals and forcefully occupying their ancestral home. And using their control fed govt to accomplish their evil aims. NIGERIA IS FOR EVERYBODY BUT YOU CAN'T ABUSE THAT BY TAKING WHAT IS FOR OTHERS. RUBISSSHHH..

These two comments by nairalanders am about post now truly shows you lack common sense .

"This op missed a lot of point in his advocacy for grazing fields for cattle herders.
if this bill becomes law this is what will happen next,
1) The Fulanis will settle there and start having
children. possibly with locally kidnapped
women or other northerners
2) Those children in 20 years will grow up and
claim that the land belongs to their ancestors
just like they did in plateau state.
3) Fight will begin between those Fulani
children and the local community.
4) Federal government will step in and split the
community in half for peace and give to the
fulani descendants what doesn't belong to
them.
5) With their newly gained power, they will start
fighting for political power and dominance of
the area.
Everything I just wrote has already happened
before so NOBODY can say that I am making
this up."
~by emancipation

"@OP- What's wrong with ranch system?
Your claim of being yoruba doesn't make your
point more acceptable.
The igbos you continuously cited didn't acquire
places of business by destroying other people's
settlement or means of livelihood nor did they
lobby for government policy to situate them.
My points:
1. adopt modern rearing techniques.
2. Disarm the herds men (they don't need
arms-according to the OP).
3. If they must get land, they should negotiate
with the land owners or community).
Simple"

Is transportation necessarily a national business before government build roads? The proposed plan of having grazing areas brings form and order to the way cows and animals are herded up and down from roads to farmlands. It also givesd opportunity for government to register and tax these people, as it is sure that they will be paying dues for grazing. This also removes the issue of grazing on people's farmlands which has been a reoccuring issue. No part of the country is being skinned. In fact, if any part of the country is left out, they will be the ones crying about marginalisation and been left out.

It's a National issue because it hurts the nation when these people begin to kill people and graze on other's farmlands all over the country. Your land is not been taken, it is been bought just like FG or State govt buys it if they need it for any other purpose. And your land may not even be affected BTW. When the land is acquired if there is need to(because govt also has land, it is where they need to buy that they will buy), it becomes Government property, not private business. When your land is bought and paid for by the government, it is no more yours. You can use the money as you please, don't give yourself headache about thew value government would use the land for. i don't care if you are from heaven or planet mars, i just need us to discuss intelligently and constructively instead of cheap and baseless criticisms. Herdsmen are all over Nigeria, they have no place of their own and hardly need one. They are nomads. So its not of question of THEIR land, they have NO land, whether in the North or South. However, we all use their services as Nigerians. All those cows they love to lead, no be them get am. It is people like you and me mostly, doing business with it. Also, they have been going about their nomadic life all over the country for ages, it did not start last month. It is their reoccuring problem of grazing on people's property that we are trying to solve. i think the FG has proposed a good solution. Putting tribal paintings to criticize it does not help anyone or solve the problems. When they start doing landscaping and giving contracts for importing grass and maintaining grass, employing FG paid gardners and tax xollectors and whatever other jobs come out of the scheme, you will be among those praying and submitting CVs of known people. You would not say keep it in one part of Nigeria. SELFISH interest and shallow mindedness beclouds most of us thinking.

What did he say about it? Please include reference(s)

When it comes from him it carries weight. He's the president and commander-in-chief of the Nigerian Armed Forces. A strongly worded statement is something you say to someone when he's misbehaving with the intent to provoke change. It said such a way that the recipient(s) knows you mean what you said. It's clear and leaves no room for ambiguity.

Did bill leave you with the impression that the FG will negotiate with the Land Owners and pay whatever price agreed? Does it leave room for the owner to decide not to sell?

i don't care if you are from heaven or planet mars, i just need us to discuss intelligently and constructively instead of cheap and baseless criticisms. SELFISH interest and shallow mindedness beclouds most of us thinking.
listen to your pompous opinionated self...you don't care if I'm from Mars or Heaven yet you want me to buy your opinion. Isn't that bigotry enough.

Look, I don't give a Jupiter's cöck who or what you are. If you so much think that your opinion is the best, you can go pass the bill yourself. You ask for a solution and I proffered one, there have been suggestion of ranches and you think that isn't good enough. This so called herdsmen are the ones roaming brandishing about with sophisticated assault riffles Ak47 yet you don't see nothing wrong with that.

You say this people don't have a place nor land yet one of their kind is our current president, you want to tell me he got their by magic without a constituency or local government area.

When they start implementation of the project and they throw you the crumbs just like they did with the CBN and Police jobs... Let me know.

Does it leave room for the owner to decide not to sell?
i clearly remember the Presidency's reactions to the events on the news then and on social media like Twitter and Facebook where Shehu and co engages. Using Google now though, could come up with one or two links.
“We will act immediately.
“We will conduct an investigation to know exactly
what happened. The only way to bring an end to
the violence once and for all is to look beyond
one incident and ascertain exactly what factors
are behind the conflicts,” he said.
President Buhari stressed that all Nigerians must
learn to live together as one, in peace and unity.

It's after this that both police and military have been deployed to site and several arrests made. Note the facts of denials too from the herdsmen. The herdsmen say it's not them but cattle rustlers etc. Its certainly not an act of impunity against the government or community like the case of boko haram or pipeline vandals or those Shite boys or Nnamdi Kanu. Why they should be treated like boko haram is sentimental, let's be practical and reasonable.

Even last year before election, these same thing happened. We heard Buhari condemn it,we didn't hear GEJ who would rather look for votes than alienate himself.

i don't care, not because i'm pompous but because your tribe or my tribe, religion or political parties have nothing to do with the discussion. You're telling me your tribe to prove/show you have no bias, yet your next and quoted post proves the opposite.
You've not proffered any solution for two reasons. One, ranches are captured already under the bill. Two, your grouse with the grazing routes is not removed with ranches. Ranches can be in ANY part of the country as well.
There's something wrong with violence, violent behavior and words, nobody disagreed on that. How you come to such a shallow conclusion that i don't see anything wrong leaves much to be desired.
By the way, the President is not an herdsman. i specifically referred to herdsmen, not to tribes or geopolitical zones. Use and apply your education please. Awkward lazy stereotyping of people isn't a show of intelligence but an indication of lack of exposure and poverty.

your ilk and opinion is totally inconsequential. You reek of nothing but conspiracy, like I said earlier... You can go pass the bill yourself, since you're overly intelligent and exposed than the Nigerians who doesn't want this bill, call me what you want but you sure don't pay my bills nor feed me.
Adios
