Can VIO or VIS arrest a driver for untidy Car Bumper.

No. That is not a safety issue. It doesn't affect car performance or functions. My opinion.

I thought vio is just to inspect vehicle docs and driver license.

Pls throw my light, if vio does more than just checking docs

That's road safety's job. Dem no born that v.i.o well to come stop me because of my damaged bumper or shattered windscreen. Me wit dem go die there that day..

There works are overlapping each other. While Federal Govt is wasting money on FRSC, state govts are wasting money of VIS.

You are right.
Either vehicle inspection should be solely state govt or fed priority. The duo cannot be carrying out same responsibility. It doesn't attach respect to their job
