They have approved the budget now for about a week now, still they have not released one naira for capital project. The Nigerian military, police and civil defence lack intelligent required for this kind of battle. The only solution is negotiation

So in such a scenario The government declares the coast closed and fishing activities of any kind prohibited so those who operate on the sea as you say will still have to come to land won't they? they must eat won't they? They must refuel their boats won't they? Now they can hide in the civilian population. But when it reaches that level. Civilians will be ordered to leave Bayelsa state 100% that means any moving animal whether human goat or chicken will be killed.
Based on your analyses here can you now relate your "projections" to what is happening now through Niger Delta Avengers at the Creeks?
