Sheriff had the support of the governors because of his deep pockets and his promise to ceaselessly fund the activities of the party not because of the vice presidential ticket. In fact, he was not among the names put forward by the leaders of the party in the North East which made his emergence take many politicians unawares.
He didn't need to dangle the carrot of a vice presidential ticket before any governor since he got their support because of his fat pocket. He should have emerged the elected chairman first and then begun the move to build his own structure in the party. That would have made it easy for him to parlay his position into becoming the Presidential candidate.
