I think diamond bank is just being kinda sincere, this has bin the norm for months now with other financial institutions!
This restriction iis traced to fraudulent individuals that travel with multiple cards to get dollar outside the vicinity of this nation n come back to sell 'em

And also the fact that merchants abroad Don't trust local cards on their payment gadgets save for credit cards
