You can use an Adobe Photoshop for that or coreldraw.

For Adobe Photoshop,...

Open the software choose the picture you want to resize and click on image,
Click on image size from the drop down options.
come down to the document size where you will see the width and height and change that inches to mm. Then input the specific size figure in the width and height respectively.

I did as directed of which I apply for the build which is what I want but getting to the stag 3 of the registration were am ask to upload my CV and result I did and I clicked on submit and was directed back to de home page... and since have been trying to re start de registration it's keep telling me that my BVN and Email has already been used.... I don't know is anyone here is going through the same predicament...

Still can't uphold my passport. it keep on saying the weigh must be 35mm and the height 45 mm. I've been trying since yesterday without success.
