The Federal Government, yesterday, suspended the tenure policy in the Federal Civil Service, which prescribes 60 years of age and 35 years of service for the mandatory retirement.

President Buhari In a circular to all Ministries Departments and Agencies, MDAs, by the Head of the Civil Service of the Federation, Mrs. Winifred Oyo-Ita, the government said: “The President has directed the suspension of tenure policy with immediate effect and all concerned are to comply accordingly.”

Vanguard learned that the suspended policy, which was introduced by late President Umaru Yar’Adua in 2009, had set a four-year tenure renewable only once for permanent secretaries in the Federal Civil Service in line with the 1999 Constitution. The eight-year tenure ceiling also affected federal directors without prejudice to the extant circular, which prescribed 60 years of age and 35 years of service for mandatory retirement. That policy is now suspended.

It was further learned that the suspended policy might not affect political office holders. A top director in the Federal Civil Service clarified that only mainstream officers in the service are affected by the new development.

Yar'Adua's government had reasonable backing for instituting the tenure policy: to ensure freshness in the Civil Service and prevent anybody from colonizing any seat. The policy was not unilateral but was borne from the findings of a committee.

Now Buhari's government has suspended the policy without any reason or panel.

By implication, anybody who becomes a Director at 42 can remain there for 18 years. Those underneath the Director have no impetus for hard work because Oga will be there until he retires. There is no possibility of getting promoted to the post

Chigold101 is 101% on point... Now the civil service will return to to the era of one person transferring from state civil service from level 12 to 14, short time attains AD, DD and director at age 45, which means the person will stay for 15yrs (till age 60) thereby blocking chances of others progressing beyond DD.


Buhari's advisers did him & the nation a major disservice (no pun intended)

Note, There is little argument for Merit, everything boils down to Federal character & quota to advance to full directorship & perm sec positions....

This is one policy that isn't well thought out.
