A potential $8.5bn investment is not the same as an $8.5bn investment. It could end up being far less in reality. I think the govt ought to have learnt not to be vague giving empty promises by now. Tell us the facts as they are. What's the nature of the investment and how much is it in reality? Be specific rather than playing misleading mind games.

Norinco is also known outside of China for its high-tech defense products. Norinco produces precision strike systems, amphibious assault weapons and equipment, long-range suppression weapon systems, anti-aircraft & anti-missile systems, information & night vision products, high-effect destruction systems, fuel air bombs, anti-riot equipment and small arms .

Private sector involvement in activities like this remain key to developing home-grown maintenance culture and technology. With the present "federal character" (without merit) Nigeria could lose important technological know-how on this deal.
It has not been enough to simply send government staff on training by OEMs. Either involve *Nigerian* chemical process industries right from part/ shared design or take whole design bids for partnership construction to China.
