This is a simple problem and can be solved easily.
Let every village, community, town, city, church, local government, state government, civil society and any other interested persons organism protest like this to force Buhari to recall his people. Cattle business is done all over the world as a private business using ranches. If the Fulani herdsmen / boko haram are not prepared to raise their cattle in ranches which they must buy, let them stay in the north. Going to other regions to kill them and destroy their properties, farm land is an affront and an infringement on the rights of these hosts. From the look of things, the fulanis are planning a civil war and everybody needs to be prepared. They definitely have the backing of the federal government but the federal government can not be greater than the country. The federal government is expected to protect life and properties of all Nigerians and maintain the rule of law and order. They have simply refused to do this. Let everybody be prepared to defend themselves against impositions from just one notorious part of the country.

The thing about cattle ranching you fail to understand is that it is an expensive venture and cattle bred by this method cannot compete in the market with cattle raised by the old conventional open grazing way. This Fulani-farmers clash problem requires a holistic approach to solve
