The failure of the nation lies both in the hand of the government and the citizens. When the citizens give up on their government, they've only said do whatever you like and they will keep doing it unless citizens start pushing their own responsibilities too.
Vote when you need to vote and beat the shit out of your choice when he or she isn't delivering and vote another till you get it right.
