it's to give a sense of authority to their demeanour (swag). Then if they need to direct their subordinates they can use the stick rather than their fingers to do the pointing.

Its designed to unfold into a something like a chair. Its used for support and propping up of the body while seated; usually when addressing a troop of soldiers. Babangida may not have needed his since its most likely he will be standing while addressing his colleagues. My 2cents.
