Secondly, since it's an active agent in glue(adhesive) and he is a furniture maker, he really has a justifiable case because apparantly this isn't his first time of using this substance or importing it either.

Urea-formaldehyde is everywhere and used in many manufacturing processes due to its useful properties. Examples include decorative laminates, textiles, paper, foundry sand molds, wrinkle resistant fabrics, cotton blends, rayon, corduroy, etc. It is also used to glue wood together. Urea formaldehyde was commonly used when producing electrical appliances casing (e.g. desk lamps).

What do people blab unintelligently? Its a controlled substance because it can be modified and be used as an explosive does not mean that it is inexcusably illegal.
They only need to verify the source and the essence of importing it thats all.
Is gun powder not a controlled substance? Is it still not being used at burials and other occasions in villages?
Is Acid not a controlled substance? Is it still not being used by battery chargers and labs?
There are countless controlled substances out there but it doesn't mean they are inexcusably illegal.
