The news is welcoming. For the country to attract more investments into the sector, the industry needs to be fully deregulated, with the government playing its effective supervisory role.

However, OP, your topic caption is misleading: FG is not building a power plant in Enugu, rather a U.S-based private firm obtained a license to set-up a power plant in Enugu State. From the link you provided, it can be inferred that the firm will fully fund the project in tranches. I wonder why you captured the topic the way you did. It pays to be forthright with your posts, you know.

This is a private business initiative of Dusable Capital (www.dusablecapital.com) using a JV vehicle known as Motir DuSable for this investment in Nigeria. They have already signed an MOU with Martifer Solar for the solar PV plant development.

This project initiative started over tow (2) years ago; they only signed Power Purchase Agreement (PPA) with NBET about 6 weeks ago after securing operating licence during the administration of GEJ.

FG has absolutely nothing to do with this project except granting the operating licence through NERC and signing a 20 years PPA through NBET.

Also, project target is a 300Mw starting with a 100Mw for its first phase.
