First lesson, go learn whatever your brain can accommodate on the subject matter starting with business feasibility study for the targeted market, EIA for Solar PV development in that location, securing power generation licence from NERC to signing a "PPA" and finally Solar PV development.

When you finally grow up and secure a university admission, you can go to the engineering department of your school and ask any lecturer there the minimum time duration for such an engineering project considering the amount of time (and back-n-forth) it takes to secure approvals from NERC and other government agencies in Nigeria.

Maybe after that, you will learn to debate sensibly.

Here's a link to NERC website listing all the organizations it has granted operating licence. From that list, the latest licence was to 'Nigeria Solar Capital Partners Limited' promoted by Netherlands based 'Gigawatts Global' and 'Proton Energy Limited' promoted by some Nigerians.

Go and study his Power Roadmap and Gas Roadmap and other infrastructural plans that were being painstakingly executed gradually; but hate wouldn't let people from your corner to appreciate the obvious. Even people like you that work on some of these projects choose to be hateful - as educated as they are, they rather queued behind someone that lacks understanding of present day challenges hence the current Nigerian economic situation.
