Foreign reserves are used for stabilizing the Naira and not for awarding contracts.

The same Foreign reserves, had been reducing since APC came to power, because the CBN is using it to stabilize the Naira.

Before TSA, MDAs are not obligated to remit all their revenue to the CBN.
