U make sense. Even fashola wen asked during senate screening about his loyalty,he replied that "it is better your loyalty is not tested".

My cook, gateman are my employees.
These people wre elected legislators just as Fayose was voted in as governor. There is separation of powers. Fayose did not appoint them.
