How are we sure this kidnap was carried out by herdsmen?

In as much as there are devilish herdsmen I think criminals atre beginning to take advantage of 'herdsmen' to commit crime.

There was a time people were settling scores in the north by committing murder and nobody bothered to investigate because they were tagged boko haram attacks.
