Moses and David were under the law or old testament dispensation of Judgement and the Bible says that for those in that dispensation they would be judged according to the Law.

Jesus represented a new Testament and a new life and He would judge us who witnessed and attest to His Divinity according to the Nee testament and Love.

Moses and David are not hell bound as they were faithful with the Law in their time and the same Law came from God.
