It's a bad idea to restore data from different firmwares
you can break CyanogenRom.
Maybe CM will works unstable. But you can try to make backup of important data and reinstall CM. Use app - https://play.google.com/store/apps/details?id=com.riteshsahu.SMSBackupRestore

I have the app on the affected phone. I guess that's where I'll do, after restoring, then backup and re flash.

You shouldve used easybackup on prev rom to back all those datas up and then restore them...

I was stuck at where I had to flash a new rom, that's why I used twrp backup

Have you backup the stock Rom and have you put your phone in raw rice if yes restore the stock Rom if the problem still persist take your phone to Gionee office they will help you repair it

My playstore issues has finally been resolved. I took it to Gionee customer care center and they reinstalled the ROM so that I can successfully download and install the playstore OTA update fix, which I did.

did you delete apps on your phone?

The only app deleted where the ones I downloaded myself and once I realized I don't need them again I would delete to free up space but all the default apps are all intact

Your installed apps are probably too many. Each of the apps has their own data and data is stored in the internal memory. You might successfully move the app to SD card, but the app data is still in the internal memory.
Try uninstalling your useless apps.
Google app takes a lot of data.
Clear cache and also click manage space if there is any in your Google apps.(Google play services, Google now, drive, Gmail, hangouts, Play store, YouTube etc.)
