Initial thoughts about the 2017 budget… Still the same issues with the failed 2016 budget. Independent and other revenues has reduced from the 2016 projected N1.5 Trillion to N1.24 Trillion but even that is still quite high. It will help if we are forthright with how much we generated from Independent revenue this year. Under NOI it was never above N500 billion and the sources were well defined. The implication being that a full implementation of this budget may lead to a deficit bigger than the projected N2.269 Trillion. Debt service is currently at circa N1.47 Trillion and with the recent Fed rate hike and our burgeoning debt profile (we are projecting to increase our current debt stock of US$61 Billion by an additional US$29 Billion) then Debt service of N1.66 Trillion doesn't sound realistic. This is still very much an Oil revenue dependent budget....N1.985 Trillion oil revenue projection against the 2016 projection of N820 Billion (US$42.5 vs US$38 per barrel oil price benchmark) is circa US$10.9 vs US$6.4 per barrel spread…..means that the oil earnings is achievable if NDA does not misbehave. With this we can assume that the projected growth in Non-oil revenue is largely attributable to oil earnings related taxes. They are also signaling that we will maintain the N305/US$1 official exchange rate, a drastic reduction in inflation and 2.2 million barrels of oil per day (best performance to date is 1.9 million bpd). Also interesting is that we budgeted for an increase in the price of crude but I am not sure that petrol subsidy was factored into non-debt recurrent expenditure. Does this then mean that the price of PMS will be increased or that we will start refining our own petrol? In all, nothing visionary, inspirational or creative about this budget. Simply business as usual...a grossing up of the 2016 budget.
