NYSC,
FESTAC(project commenced when he was in office).
National Stadium, Lagos
Bank of Agriculture (the first bank to cater exclusively to farmers)
Kept Nigeria one (Jury still out on that)
Created states.
The Naira and the Kobo. (and decimal currency)
Right hand drive cars.
French language lessons.

Of course....there was corruption when he was in office too (Gomwalk saga, Super perm secs, udoji jamboree).

All Nigerian heads of state from 1960 till date are all failed leaders with Gowon being one of the worst. Gowon is a stark failure, don't try to romanticize or coat his failures with so-called achievements which are useless.
