While I agree with you that people need that money before Christmas, there is no law that compels the government or even a private organization to pay December salary before Christmas. It is not a right, but a common practice to help employees enjoy their Christmas celebrations.

Our country has been in existence for 56 years as an independent nation.
I don't remember when it became news that government is paying salaries to people who have already worked.
Does anyone know why this should be news in December 2016?
