Buhari is the minister for petroleum, kachikwu is minister of state for petroleum. Buhari holds the main port folio. Therefore he should have knowledge of this gross corruption, if he still doesn't have knowledge, then he is outdated and being kept at bay, he is not worthy of the port folio and presidency then.

The title of the report does not portray its entire content. This report also acknowledged Buhari's reform in NNPC that are curbing the excesses and yielding dividends. Missing $4.2 billion within 6 months into Buhari's administration is reported here to be witheld by the corrupt NNPC, and remember ministers have not being appointed that time and the new administration is yet to settle down at that time.
I stand to be corrected, I think this issue has been raised by the finance minister recently and investigations are ongoing.
