I don't even know why am posting this sef. 90% of people quizing the op have no biz with N-power. Yes, she is excited with the 30k. All fingerz are not equal. There are people who will practically worship you because you gave them 5k. If you feel the amount is too small, please offer the op an employment where she can earn a better amount.

It could have been better if we had 1youth from every LG in ur state to come up with a concrete business proposals that govt. Will give up 20m grant as startup in return they have up to 10 employment capacity of 80k minimum wage rather than have a maximum of 5youghts from each LG that u pay 30k a month which most of them will not be engaged in de productive sector of de economy. Which would have been better?

Single Concentration risk says no to that idea. You would need an army to verify that people were producing those type of employment numbers per grantee.
If the grantees don't meet the employment numbers what recourse does grantor have? Litigation? It would take years an produce bad blood.
The cost of administering the scheme would be greater than the amount disbursed.

Which = another dead idea.

No. Rather keep this 30k and use it as an economic multiplier for goods and services.
