if the old places are you idea of developing city then you must be a ignorant of the word developing...

literally, it means rapid urbanisation, new places opening up, forest developing to prime residential quarters, towns turning to cities..

and outside lagos, abuja and rivers.... no city or state beats Anambra(onitsha and akwa), Enugu, dont know much of delta but i know New Asaba opposite Asaba airport is far developed than any District in the south west outside lagos,in terms of residential standard and quality of life. Owerri and Uyo

This list is closer to the truth but i'm more inclined to agree with the top 5 in the list. Obviously, apart from Lagos and Rivers state that are safe choices. States like Anambra and Ogun have proven that they can contend with the big guns.
