Honestly, I don't know or can't tell. I used electricity bill and I saw others use LAWMA. You can use any valid identity card that has your residential address on it. If your declaration of age has your address on it, then you are covered.
N.B I am saying this based on my experience at Agege LGA, I don't know how it goes in other LGA.

@Raey you can go on with your verification. As for the NPVN details, you can get that done later or have them attend to you later but that grace is not there for you should you miss this verification.
So, I advice you go on with your verification while you keep doing everything within your best to get your NPVN stuff sorted out.
