That's why the Constitution needs to be reviewed. The sch cert is acceptable then because attaining a sch cert then nor be Moimoi. Things has changed since then and it would only take a pragmatic leaders to understand the dynamics of the present age.

I served in olamaboro as a Corper and the level if corruption there is amazing(in a terrible way).its easier to count those that are not ghost workers than to count those that are .
Of the 39 schools in okpo(a ward in olamaboro) up to 4 were ghost schools, kogi state has always been a mess.

Yes, things have changed actually. Sch cert holders of those days are better than uni graduates of today as evident in the emboldened.

We Nigerians keep confusing ourselves with minute issues like this..If anyone who has a bsc degree in nursing or B.pharm tells you he/she is a medical officer,that person has committed a crime and It's punishable under the law..It's just we take some of these things with levity,thereby,endangering our lives and subjecting ourselves to charlatans..
