cities or states? if city is lago state or city? Benin is a city and Edo is the state so i don't get you. You listed many states and called them cities, Kano is either there or here, everything is messed up pls. Even Okene is more populated than Warri kaeiiii which organisation is responsible for this!

If you think Lagos State and lagos City are the same then why make reference to Ibadan, Benin, etc that are towns and not states?
