Delphi:Do you think he is smart? No, not all. You are all simply lazy It is not the duty of the FG to help every ignorant Nigerian who choose to be ignorant. The news was all around when the FG gave conditions for the grants to be disbursed to states to enable them pay their salary. And every thing in that memo was for the purpose of prudence utilization of the grant and yet you were so blind to that in the write up. A simple search on google will help you out. But like I said, you have decided to follow the path of ignaorance. Ekiti has refused to meet any of the conditions listed below. 1. Publish audited annual financial statements within 9 months of financial year end. 2. Introduction and compliance with the International Public Sector Accounting Standards (IPSAS). Publish State budget online annually. 3. Publish budget implementation performance report online quarterly. 4. Develop standard IPSAS compliant software to be offered to States for use by State and Local Governments. 5. Set realistic and achievable targets to improve independently generated revenue (from all revenue generating activities of the State in addition to tax collections) and ratio of capital to recurrent expenditure. 6. Implementation of targets Implement a centralized Treasury Single Account (TSA) in each State. 7. Quarterly financial reconciliation meetings between Federal and State Governments to cover VAT, PAYE remittances, refunds on Government projects, Paris Club and other accounts. 8. Share the database of companies within each State with the Federal Inland Revenue Service (FIRS). The objective is to improve VAT and PAYE collection. 9. Introduce a system to allow for the immediate issue of VAT / WHT certificates on payment of invoices. 10. Review all revenue related laws and update of obsolete rates / tariffs. Set limits on personnel expenditure as a share of total budgeted expenditure. 11. Biometric capture of all States’ Civil Servants will be carried out to eliminate payroll fraud. 12. Establishment of Efficiency Unit. Federal Government online price guide to be made available for use by States. 13. Introduce a system of Continuous Audit (internal audit). 14. Create a fixed asset and liability register. 15. Consider privatization or concession of suitable State owned enterprises to improve efficiency and management. 16. Establish a Capital Development Fund to ring-fence capital receipts and adopt accounting policies to ensure that capital receipts are strictly applied to capital projects. 17. Domestication of the Fiscal Responsibility Act (FRA). 18. Attainment and maintenance of a credit rating by each State of the Federation. 19. Federal Government to encourage States to access funds from the capital markets for bankable projects through issuance of fast- track Municipal bond guidelines to support smaller issuances and shorter tenures. 20. Full compliance with the FRA and reporting obligations, including; 21. No commercial bank loans to be undertaken by States; 22. Routine submission of updated debt profile report to the DM http://www.premiumtimesng.com/news/headlines/205354-nigerian-states-get-22-conditions-access-fresh-n90billion-bailout.html |

Super1Star:Stop being naive. Are you saying its only ekiti state that is not compliant right. There are state that are in a more terrible state. The FG should stop all these opposition misdemeanour and give to ekiti what is for ekiti. Do you know many states that didnt use the funds for the intended purpose? |

Someone should have ask what the procedure is...
I guess it must have being what doesn't favour ekiti state. how I wish ekiti is like Lagos state... I pray all remaining south Western state get sense... we need to get back what belong to us... |
| Re: Seized Allocation: "We Warned You, FG Tells Fayose.. by tejpot(m): 9:21am On Feb 17, 2017 |
hush15:I am not the one that is being hypocritical. I don't answer to you. I only gave you what is in the public domain and I would have acted more smartly than Fayose. He is the one that needs to answer you. He is the one that has problem. So ask Fayose to give you proofs that 1. other states are yet meet the same requirements or 2. His state has met the requirements. |
| Re: Seized Allocation: "We Warned You, FG Tells Fayose.. by Goke7: 9:24am On Feb 17, 2017 |
hush15:Fayose has always opposed every Financial initiative of the Govt even in his ignorance if you have been observant enough. Fayose opposed and never believed in TSA even when it was his party PDP that initiated it earlier. He said Ekiti will never be part of TSA even when other states keyed in. Fayose keeps playing politics even at the expense of his Ektit people. |

Tell ur role model Fayose of my state to go to court if he has a genuie case. This is budget support facility which optional and not state allocation. Everxthing was stated in black and white. Fayose has not paid 6 months workers salary in my state but he could give #10 Million naira to beer palour people. What a lousy, useless gov of my state. ZUBY77: |

| Re: Seized Allocation: "We Warned You, FG Tells Fayose.. by cyprex: 9:44am On Feb 17, 2017 |
cheruv:. it is seemingly so. Tinubu didn't resort to media war but headed straight to court under the present VP as Attorney General. Lagos state got judgement against the Federal government and the money meant for those local governments were ordered to be released. If Fayose has a good case, I advise he heads courts. |

ZUBY77:I don't have time to start training you on how to read the o.p's link or how to use something as simple as your Google browser so 1st of all study these links, after that kindly visit the commissions website to further read the FINE PRINT about each and every single law they ensure that states follow In order to stay in line since you are suddenly so interested in their laws since it involves your idol fayose! By the way is he guilty of all the offenses I listed in my 1st post or not? http://m.guardian.ng/news/why-fg-withheld-fiscal-support-allocation-to-ekiti-state-by-minister/ http://www.vanguardngr.com/2017/02/ekiti-budget-support-fund-stopped-fg/ |

Super1Star:What are the requirements mr. That all other states met and Fayose couldn't ? There are times you just have to be a bit objective. You have the right to dislike Gov. Ayo, but not to undermine society because of your hate for the man. You know clearly that Nigeria has suddenly been taken over by a dictator or what do you call harassment of citizens, unlawful detentions of people who speak against this administration. Almost every government office in Abuja is headed by a muslim. Am sure you wanna ague. I live in Abuja I know lots of places and organizations and how Nigeria has actually taken 10 steps backwards If you can't reason please be human at least It was easy to send military intervention to an African country to write their wrong. But how about freedom of speech? Isn't there a reason people prefer the fomer administration? How come it was exactly the moment this administration came into power that things started falling apart? Some people are cursed! Whatever they touch become cursed. What happens to facing and solving the problem of electricity alone? Using all the recovered loot. What about reducing the cost of running the government so that we all can face the problems together? Time will fail to tell stories. ... Just be a human pls |
