I use the Tecno P6 and recently I noticed that each time I switch off my phone and charge and switch it on, it always shows the "ANDROID IS UPGRADING" (optimizing app), and I have 67 apps presently which means it'll have to optimize all the app before it gets booted which takes a lot of time....

But I also noticed that when I charge with a desktop charger (sometimes) it doesn't show the "ANDROID IS UPGRADING" stuff, it boots normally. But each time I switch off and charge It always show.

Has anyone ever been through this?
What could be the problem? And also the solution.

Do you have any task cleaner app or something like that, that automatically cleans your cache?
Or maybe you're in the habit of clearing your cache yourself.

Those could be the cause.

that's because you probably rooted with king root, and run on Android 5.1,you'll actually have to completely uproot. However try this, boot into recovery mode. Wipe Android cache
