No. But it makes no sense to indict the police it is like indicting a knife in a stabbing incident.

You can not trust report that reaches such conclusion.

It is political parties that sponsoring the corrupt practises of police and INEC so indicting police and INEC who have no stake in the elections is idiocy.

INEC and the police are mere tools of the real culprits.

It is like indicting a gun and bullet in a murder case and forgetting about the real murderer that fired the gun.
Thats why I said - if you really read my comment - that the political parties were indicted "indirectly". In the sense that, they were acts undertaken by security operatives - acts which INEC backs up with evidence - that are clear violations of electoral laws/procedures.

What they can't prove categorically, is which specific political party or parties such acts were meant to favour, considering how many parties took part in the election; from Heavyweights like PDP, APC, APGA to Jamb-score - political parties like AD, SDP, MPPP (Aka MP3) etc......

Plus, if they mention names of parties, without clear evidence, it could altogether nullify whatever weight their report/commentary will hold. So they must as professionals, restrict themselves to details based on the substance/Weight of evidence they have and no more. ..........

Its daft to indict police and INEC directly and then political parties indirectly.
In my earlier anology it is like indicting bullets and gun directly and only indirectly indicting the person that fired the gun.
The report that reached this conclusion is not a serious report.

In the real world, you indict base on evidence you have. Much of the weight evidence they have directly involve security operatives.

It's actually unprofessional to indict without evidence......
