which blogging application can I use that will let picture comes before the post.

I think You may not only need app before letting picture come up before post.

Though, this depends on the platforms (, blogger or others), and the theme you chose.

If your theme supports Feature Image, you can upload image right away as feature image while creating new posts. But you have to know and set the alignment of your image to show at the top centre if it wasn't set as default by the theme. Hope this is helpful.

There is no application or plugin for blogger, all you need to do is to upload the picture and position it wherever you want it to be
