Here is a compilation of 10 best times to make du'a according to some hadeeths;

1) In the last third of the night (Sahih al Bukhari)
2) During sujood (Sahih Muslim)
3) Between Adhan and Iqamah (Ahmad, Abu dawud and tirmidhi)

The third hour of the night can be easily calculated by taking the count of hour between magrib and fajr period of the next day.
For instance,the present has magrib to be around 7pm and fajr around 5;33am which is like 10hrs 30mins. dividing this hour by 3 will make the third part of the night to fall between 230am and 525am to be on the safe side. if one can wake between this hour and observe his/her tahajud, Allah(swt)is waiting to accept our dua.

You can't use any language during Sujood because you are still on salat and you making your dua in your language means you are thinking on salat which suppose not to BE.
You can only use your language after Salam.
