Are cars with Nigerian plates now allowed in foreign countries? This car with a Lagos plate umber was seen in London.

We see cars driving the streets of Nigeria with UK and US plates too so the reverse should be possible. I guess they give a maximum time allowed to get new plates. But it's still strange, did he/she export the car from Nigeria to UK?
