Exactly the question I was asking the dude earlier was the process these people use in "acquiring" equipment for the military.

Why is a state governor providing boats for the Navy when the Navy has it budgets ..These are the kind of things that would make Naval senior officers have surplus to loot from their own budget

I don't know the process government use in acquiring military equipment for military proposes. However, for a small patrol boat like that, I don't think it's going to be a big deal. Speaking about the ships Tompolo got, they are demilitarized ex warships but for such to be able to get into the Nigerian waters，it means the government knows something about it.

A state governor buying the Nigerian Navy boats, is st*upid! It is the sole responsibility of the Federal government to fund the Navy! The Navy is NOT under State control likewise the Army, Air Force and Police!

State's fund should ONLY be spent for the state's development! Nigeria has thieves and clueless id*iots as politicians!!
