The newly tarred road is doesent look like a federal road. It's most likely a state road connecting to the federal road which doesn't look like it has been worked on recently. So it's their jobs they are doing, no need to erect signposts which probably costs millions of naira (in their bugdet).

My observation

your observation is wrong, this is the road and where it connects to Enugu-Onitsha expressway at the interchange, NOTE: Federal roads are in yellow colours. The road is part of Enugu-Abakaliki Expressway
