most of the states steal their IGR, they under declare it to avoid being charged for corruption. some states dont declare their IGR yet they are up to date on workers wages while some declare bogus revenue, yet are an apology.
it is unfortunate for anybody to believe that Ebonyi, Abia, Enugu or Imo have a better GDP. What are the indices used? it is also funny to compare kano with kebbi. Anambra's case is true and with transparent governance they will go places
